Emmanuel de La Masselière is graduated of l’Institut d’Études Politiques de Paris. Expert in prospective, strategy, marketing and planning, he joined the EPA Plaine de France in January 2009 as Director of Strategy and Urban Quality.
The Strategy and Development department supports local authorities and pilot with them processes to improve the atractiveness of the teritory and initiatite new planning projects.
