A new online tool highlighting 19 solutions for funding mobility in a post-carbon world

In addition to its new report “Funding mobility in a post-carbon world”, La Fabrique de la Cité publishes an online tool to navigate through 19 solutions implemented by States and cities around the world to fund new carbon-free mobility.

Our new online tool allows users to navigate through a wide range of solutions. The application lists the different levers for de-carbonizing mobility and its funding and allows users to navigate through the funding mechanisms using various criteria such as the scope of application, the sources of funding and the acceptability of the measure.

 

 

This international comparative study is intended to inspire public authorities and transport operators and help them find their way through historical tools such as fuel taxes or concessive models and more prospective solutions and new resources such as land-value capture mechanisms. Each option is analyzed and described on a complete fact sheet available for download.

Glossary :

Acceptability: Measures the degree of adherence of the social body to a public policy measure. The indicator ranges from 1 (very contested measure) to 5 (accepted measure).

Longevity: Assesses the relevance of the measure in time. This criterion depends on the efficiency of the measure to be regulated and funded in the medium and long term. The scale ranges from 1 (mechanism relevant in the short term) to 5 (relevant in the long-term).

Cost: Evaluates the cost associated with setting up the mechanism (administrative costs, installation, purchase of equipment) in relation to the revenue it will generate. The scale ranges from 1 (setting up the mechanism is very expensive) to 5 (setting up the mechanism is inexpensive).

Revenues: Evaluates the revenues generated by the mechanism in relation to its cost. This assessment does not include savings from positive externalities created or negative externalities avoided. The scale ranges from 1 (mechanism producing few financial resources) to 5 (mechanism producing large financial resources).

Horizon: Evaluates the speed of deployment of the mechanism. The determination of this criterion depends on whether or not the mechanism is proven and on the national and local contexts. The scale ranges from 1 (implementation of the mechanism can be considered in the longterm) to 5 (the mechanism can be implemented immediately).
